The Roads and Transport Authority (RTA) has confirmed that a tourist or visitor can drive a Dubai-registered car in the UAE if they have an international driving license. All other nationalities must also obtain an International Driving Permit which is available in a home country or via Emirates Post in the UAE.
How to Exchange your foreign driver’s license / Reciprocity Agreements
You will need to go to your local Service Center with the following documents:
• Original driver’s license, with copies.
• Emirates ID, with copies.
• Passport-sized photos.
• Eye test report (this can be done at any optician)
• Arabic-language translation of your driver’s license (only applies to some countries)
